Re-Elect William Carroll Mobile City Council District 2 August 26th
William Carroll is a dedicated public servant and native of Mobile, Alabama, currently representing District 2 on the Mobile City Council. He initially served from 2005 to 2013 and, after an eight-year hiatus, returned to the council to continue his commitment to community development and Carroll is an alumnus of McGill-Toolen Catholic High School and earned a Bachelor of Science degree in Architectural Construction Engineering from Florida Agricultural and Mechanical University (FAMU). At FAMU, he distinguished himself as a three-time All-American football player and was inducted into the FAMU Football Hall of Fame. In 1993, he returned to Mobile to participate in the Delchamps Senior Bowl.
Beyond his council duties, Carroll actively participates in various boards and committees throughout Mobile. He also dedicates time to coaching youth football and basketball, reflecting his commitment to nurturing the next generation. A proud member of Kappa Alpha Psi Fraternity, Inc., Carroll values community involvement and mentorship. He is married to Johanne Carroll, and together they have three children: Morgan, Julia and William the 5th.
In recent years, Councilman Carroll has focused on initiatives aimed at revitalizing Mobile's neighborhoods. Notably, he proposed the creation of the Mobile Revitalization Cooperative District, a plan intended to increase the supply of affordable housing by acquiring land and encouraging new construction. While the proposal has garnered both praise and skepticism, it underscores Carroll's proactive approach to addressing housing challenges in the city Councilman William Carroll's enduring dedication to Mobile is evident in his ongoing efforts to enhance the city's infrastructure, support its youth, and foster community growth.
Sidewalk improvements happening throughout District 2! These projects are part of his continued efforts to enhance safety, accessibility, and the overall look and feel of our neighborhoods. He recently had the opportunity to visit crews actively working on North Scott Street, as well as at the intersection of Maryland and Jefferson Streets. It was great to see firsthand the progress being made and to thank the workers who are helping to move District 2 forward. Councilman Carroll has remain committed to delivering results that matter to you. His campaign is focused on expanding Affordable Housing options for all residents across the district, ensuring that every family has access to a safe and stable place to call home. He will continue working tirelessly to improve Public Safety by supporting our first responders and implementing smart, community-focused measures to create safer neighborhoods and streets. He is also dedicated to addressing our aging Infrastructure by prioritizing the rebuilding of roads, sidewalks, bike lanes, street lighting, and enhancing ADA accessibility—making our district more connected, inclusive, and forward-moving for everyone.
Since taking office in 2021, Councilman William Carroll has led the resurfacing of numerous sidewalks and roads throughout the district, improving accessibility and safety for our residents. One of the most transformative projects has been the complete redesign of James Seals Park, where we've made significant upgrades—including the addition of pickleball courts, renovated tennis courts, enhanced concession stands, and improved athletic fields—creating a vibrant and modern recreational space for the entire community to enjoy.
Under Councilman William Carroll’s guidance and supervision, a hydrologic restoration project at Three Mile Creek was successfully completed through a federal grant, significantly improving environmental quality and enhancing flood resilience in the district. This project reflects his ongoing commitment to sustainable development and protecting our communities through proactive, environmentally focused leadership.
